This page sets out what information we are committed to publishing under our publication scheme.

The NHSCFA is committed to publishing information proactively and has adopted the Information Commissioner’s Office’s (ICO) model publication scheme.

This page describes what information the NHS Counter Fraud Authority (NHSCFA) publishes and how we make it available.

It also shows the information we produce as part of our public task, as required under the Re-use of Public Sector Information Regulations 2015.

Who we are and what we do

The NHSCFA is a special health authority tasked with identifying, investigating and preventing fraud and other economic crime within the NHS and the wider health group.

What we spend and how we spend it

The latest information on how the NHSCFA uses its resources is available in the organisation’s annual report and accounts. This includes financial statements for the financial year and information on staff remuneration. This information is mainly covered in the Accountability report section of the document.

What our priorities are and how we are doing

Our approach to fighting fraud and other economic crime and our organisational objectives for 2023-2026 are set out in our strategy document NHS fraud: strategy 2023-2026.

Our priorities for the current financial year are set out in the organisation’s 2018-19 business plan. This document also sets out what we plan to deliver during the year.

For information on our priorities and deliverables during the previous financial years (i.e. from our establishment on 1 November 2017) please read our Business plans from previous years.

The NHSCFA’s annual report and accounts sets out how we delivered against our organisational objectives and our priorities during the 2017-18 financial year. This information is mainly covered in the Performance report section of the document.

Each team in the NHSCFA has an annual business plan which is linked to the organisation’s business plan – these plans are available on request.

How we make decisions

The NHSCFA board is responsible for providing strategic leadership for the organisation and ensuring we are able to account to Parliament and the public on how we deliver our functions.

The NHSCFA’s senior management team (SMT) has overall responsibility for the management and direction of the organisation. A structure chart is available showing the composition of the Board and SMT.

Decisions on the NHSCFA’s organisational priorities are shaped by our intelligence assessment of fraud risks facing the NHS. This is summarised in the organisation’s annual strategic intelligence assessment (SIA). Our annual SIAs are available on the Corporate publications page.

Our policies and procedures

A number of corporate policies, procedures and other documents which are part of the organisation’s corporate governance framework are available on the Corporate publications page.

Our privacy policy sets out how the NHSCFA will process any personal data we collect from you or hold about you.

Lists and registers

Declarations of interests for NHSCFA board members can be found in the declaration of interests register.

Our freedom of information disclosure log lists responses to requests made to us under the Freedom of Information Act 2000 (FOIA) which we feel are of wider public interest. The disclosure log includes datasets which have been requested under FOIA – these are available in a reusable format.

Information we do not publish

The information we publish or make available on request will not generally include:

  • Information the disclosure of which is prevented by law, or exempt under the Freedom of Information Act, or is otherwise properly considered to be protected from disclosure.
  • Information in draft form.
  • Information that is no longer readily available as it is contained in files that have been placed in archive storage, or is difficult to access for similar reasons.

Charges made by the NHSCFA for routinely published material will be justified and transparent and kept to a minimum. Charges may be made for information subject to a charging regime specified by Parliament (the maximum fee under applicable regulations is £450). Charges may be made for actual disbursements incurred (e.g. photocopying, postage and packaging).
